I say yes, because this is a religious liberty issue, and a civil liberties issue. If someone wants to exchange money for a Bible, that is an absolute human right, for people of any age, and for people that can't afford a Bible, there are private Christian charities, that can provide one, to that person. As long as people respect the God given rights of other people, they have the right to do what they want. Liberty in general, is a human right, unless someone disobeys the non-aggression princple.
