I don't understand why you would think those two would necessarily be in competition. You can do a hyper-realistic orthographic render, it just won't look right because of the way that depth is portrayed.
You can also make things that are not hyper-realistic from perspective rendering. For example, cell shaded games like breath of the wild or minimalist low-poly games are all the rage, especially for indie developers.
The real constraints are of course, time, budget and intended audience. The more realistic you make a game, the harder on the hardware it is going to be and the larger the file size will be. If it is too big or just not optimized, it will run slow and possibly not on certain systems at all.
At the end of the day, the style the developers chose for any game is going to depend on what the end product is supposed to be, and that should work more into the game mechanics than anything else. It wouldn't make much sense to have an overhead turn based game like fire emblem in perspective, nor would it make sense to have an open world game in orthographic display.
