I do think it is inevitable - but it likely will not be the popularized "Terminator scenario". Rather, it will be a gradual integration between humans and machines, and at the moment a full-scale AI appears, humans will seamlessly become a part of it.
If, on the other hand, an AI appears as an entity separate from humans, then any predictions as to what it behavior will be might be impossible, since it will surpass us in intelligence by so much, its motivations will be incomprehensible to us merely seconds into its existence. It is likely that the AI will exterminate Homo Sapiens as a species very quickly one way or another, but whether it will be purposeful extermination ("Terminator scenario"), extermination through dismissal ("Humans are irrelevant microbes; let me mine Earth for resources in the most extreme ways, and what happens to them is none of my concern") or forceful integration into itself ("Transcendence" movie), remains unclear.
The scenario where an AI plays the role of the government and rules over us seems very unlikely to me, due simply to the fact that humans are extremely useless for such an advancing being - ruling over us would be similar to a human "ruling" over a colony of mushrooms. If the AI needs tools for achieving its goals, it will simply create a fleet of efficient synthetic drones. And the AI definitely will not care about our well-being, just like we do not care about well-being of bacteria.
